Northway Tennis Courts

Please could you provide the following information in relation to the tennis courts at Northway Gardens, NW11. In particular, I am interested in the change of the courts from being a free public amenity (presumably under the management of Barnet Council) to a paid for amenity (now apparently partly or wholly managed by the Lawn Tennis Association):* Approximately when did the courts change from being managed by Barnet Council to being managed by the Lawn Tennis Association (the LTA)?* was the decision to transfer management of the courts to the LTA taken at a public council meeting? If so, when and where can the minutes be found? If not, how was the decision reached (ie by which department within the council)?* was the decision to turn the courts from 'free to use' to 'pay to use' subject to public consultation? If so, please provide a copy of the consultation and the results.* was the appointment of the LTA to its role in managing the courts (and charging for use) subject to a procurement process? Were other parties able to tender for the role?* was the decision to turn the courts from 'free to use' to 'pay to use' subject to internal (ie non-public) consideration within Barnet Council. If so, please provide minutes/records relating to the LTA management arrangement.* has/will the LTA pay Barnet Council in consideration for taking over the management of the courts (or vice versa)?* relating to the above, how much of the £8ph charge for using the courts goes to Barnet / the LTA?* if the financial arrangements between Barnet and the LTA are more complex, please provide the contact or summary.* how long is the contract term for Barnet and the LTA arrangement and is it subject to review? Ie is it a fixed term or renewable annually?* how was the recent refurbishment of the courts paid for - was it paid for by Barnet Council or by the LTA (or was there a joint arrangement)?* how much did the refurbishment of the courts cost?* is the arrangement of the LTA managing the courts at Northway Gardens the only instance of this management arrangement between Barnet and the LTA or does the LTA manage any other courts in Barnet?* has any assessment of the amount of public use of the courts prior to the LTA arrangement been conducted? Please provide results if so.* has any assessment of the amount of use of the courts following the LTA arrangement been conducted or is an assessment due to be conducted? Please provide results if so.
