What is an Education, Health and Care (EHC) plan
These plans are for children and young people aged up to 25 who need more than mainstream SEN support
EHC plans:
- describe the needs of the child or young person that relate to their disability
- set out the extra help and support they will need to overcome barriers to learning
- identify education and other outcomes they would like to achieve
A child will need to have an EHC needs assessment to decide if an EHC plan is necessary.

EHC needs assessment
An EHC Needs Assessment can be made when the:
- child is not making the progress expected for them from mainstream SEN support
- school cannot meet the needs of the child within the school’s resources
A child's parent, a young person aged 16 or over or a person acting on behalf of a school or post 16 institution can request an EHC needs assessment.

Parents and Carers
You can request an EHC needs assessment for your child. To do this you may download this form or download our sample letter (ODT, 11 Kb) and change the details. You should then email the form or letter along with any documents to senadmin@barnet.gov.uk
When the council receive the EHC needs assessment request
Once the council have received your request, they will let you know within 6 weeks if they will conduct the assessment.
From the date they receive the request for the assessment the Council have 20 weeks to give you the final EHC plan.

Making the EHC plan
If the council decides your child needs an EHC plan, they will draft a plan.
They will use any information gathered including your views and the views of the child or young person.

Once the council has drafted the plan, they will send it to you. You then have 15 days to give your comments on it.
You can request a meeting with the council to discuss the draft plan during this time. At that meeting, you can request which type of school your child goes to.
Where appropriate the council will also agree a personal budget.
What happens next
All pupils who have an Educational Health, and Care Plan should have a formal annual review of this plan.
